Come on over, I suggest you find an apartment first, sign a 6 mo lease. Why? because there are many areas in the Bay Area that are nice to live in and many that you should stay away from.
Find you a JOB and then you will have a idea of driving conditions to and from work. The Tampa bay area is a traffic nightmare so making a decision this way will help ease the work week and then be less stressed for the beach on the weekend.
Most areas in the Tampa Bay area are with in 45 min from the beaches on the weekends.
My recommendation right now is for the New Port Richy or the Port Richy area for a house...
GOOD LUCK....

RE:
Where is the best place to live in the Tampa Bay Area?
I am going to moving from California to Florida because it is less expensive, and the weather is good ( I did my undergrad education there and loved living there). What is a good city/neighborhood to live in the Tampa Bay Area? I would like to be near the water, if possible, but something not too...

I would say Tampa Bay area. Orlando is sooooo crowded and the traffice is absolutely miserable. The Tampa Bay area includes the outer areas such as Clearwater, St. Petersburg, etc.. and they have a lot to offer, without the "big city" feel. There are tons of restaurants, beaches, etc...

It really depends on where your work is located as rush hour traffic is an issue in Tampa, though not nearly as bad as in most major cities. Pinellas beaches are best for water/beach, but they evacauate a lot more now than they did 5 years ago. Also, FYI, Tampa itself has never had a direct hit by a major hurricane, even the 1920's one that everyone claims hit Tampa, actually hit North.

South Tampa is the only part of Tampa you really want to live in. It is a nice mix of the wealthy and the working class. Its close to down town and there is an expressway there that will take you to most places you might need to commute to. A lot of the old charm of pre-war Tampa still exists there in South Tampa and because it is somewhat isolated from the rest of the city it has a sort of small town feel to it.

St Petersburg has something which gets under the skin and if you wish to find what it is then, you need to have a search with hotelbye . Nevsky Prospect is St Petersburg's main avenue and one of many best-known streets in Russia. Chopping through the famous heart of the city, it runs from the Admiralty, mark of Russian energy, to the Alexander Nevsky Monastery and it will soon be very wonderful to walk along that road in the evening when all illuminations on. Here, you can see everything: the absolute most gorgeous architecture, the wonderful palaces, the world-famous museums and the sparkling five-star hotels. One of many places must see from St. Petersburg is State Hermitage Museum. The main architectural ensemble of the Hermitage is located in the heart of St Petersburg and consists in: Winter Palace, when the former state residence of the Russian emperors, houses of the Small, Old (Great) and New Hermitages, the Hermitage Theatre and the Auxiliary House.

Any small houses in the Tampa area are going to be expensive. My mom lives right on the ocean (Clearwater, Sand Key Beach) in a very nice condo that she rents for $1000 a month. 3 Beds, 2 Bath, etc.

I moved from California to Florida 4 years ago. At that time Florida was way cheaper than California, but in the last 2 years the prices on real estate and rentals have skyrocketed, while the job market and wages have remained stagnant--the very thing that drove me out of California!
You can look up the local newspapers online and search apartment listings and employment opportunities. A Sarasota/Bradenton local job site is www.jobfocus.com
