Have you considered a Peltier cooler? They're not too awfully cheap, but certainly simpler than water cooling.

Im not familiar with the Peltier but fans are good. Not only to nice heatsinks work as stated above but also make sure you have plenty of airflow going IN and going out. For example, have a fan installed in the front of the machine, like in an empty drive bay. To optimize that effect, install another fan (outgoing) in the rear. Now, for the finishing...make sure you have the fan nearest the cpu/heatsink. This configuration, to my knowledge will help out. Maybe in conjunction with the Peltier and or the cooling will keep things to a minimum. My friends computer is done this way, and his system never goes above 40F. Hope this helps somewhat.

Note with crazy glue....it'd be wise to use glue made for securing heatsinks to cpu's instead. Cyanoacrylate IS flammable.

I usually go to the electronics store.. not radio shack but a REAL electronics store and I will get the biggest aluminum heat sink that I can get. Then I will cut it with a hack saw so that I can get it to fit on the cpu and then I will crazy glue it to the chip. When I do that I don't even need a fan.

Find some peltier-effect devices (thermoelectric refrigerator/heater unit) You can attach them directly to the heatsink.

Don't leave your computer on for too long, get a few fans, kep it in a well ventilated area, and monitor the temperature
