It sounds like you could have a virus (or Trojan) on your PC. Get all your system and program updates done; virus patterns up-to-date; and, perform a complete system scan. Reboot your machine and check that your firewalls remain active. The virus/trojan has most likely broadcast to the net from your host PC that it's on your system but your firewall is blocking any incoming attempts at a potential port that is currently safe.
Oh, I think it's not proper that you hack them. If you can report them, please do so. Please don't be part of the problem.

Your firewall is doing it's job. It's not unusual for a port scan to occur at any time. Some scans aren't always hackers. It could be your own isp verifying your connection. Block thier IP if it makes you feel more comfortable.

More that likely they're not trageting you specifically. It is probably some ad server that is using a port scanner and your firewall is picking it up and blocking it. Your best bet is if you are using Norton Personal Firewall, or any Norton software period then to trash it and get Mcafee. Norton will block any unwanted intruders, but Mcafee will make you virtually invisible to hackers. That would be your best bet.

You're being paranoid. On top of that you do not know how to spell "WHAT" or "THE" or "BECAUSE"
Go ahead and try to hack them. You would be commiting the same offense if successful. Which makes you no better than them.
Just block their IP's if you have that ability.

You can report them to their internet providers, who are all regulated by ICANN.org. I wouldn't bother with hacking back. Also be sure to turn off your computer every night, which should help and make sure your fire wall, spyware and virus protection are current.
