Yes Celtic culture is still represented today in many Celtic societies. Hallow e'en is not Celtic culture but a Pagan celebration brought in to Christianize people, it is short for All Hallows Eve and is celebrated on October 31 the day before November 1 which in the Christian calender is All Saint's Day. This in Pagan times in the Northen Hemisphere, especially in Europe when Christianity was being spread would probably signify the beginning of Winter.

I thought Halloween was American (Ickobob Krane) Sleepy Hollow.
But yes we have Scottish celebrations, Highland Games and marching bands and more.
There are Irish bars and pubs in the large cities.
