Kismitt is correct, "To whom it may concern" is the proper way to address the cover letter.

In the address part don't specify a person. Just use the address of the company. You don't know if there is a personnel department or a hiring manager or who ever it is.
When you start the letter, say "To Whom it may concern."

You can always address it to the HR department. For example: Dear Human Resources Department - McDonald's,
Another option is not addressing it to anyone. If the company didn't put a contact name then obviously they don't care who it is directed too.

Are you going to fax them your resume? If so... then on your cover letter You'd put to:
whom it may concern, human resources dept, the name of the person as contact on the website...
One of those three should work

dear sir or madam would work (sounds weird but i've seen it done). don't be gender specific though...you could get into trouble that way. to whom it may concern would be your best bet. good luck :)
