So it sits on the conveyor belt and goes where it's supposed to and it helps to line up the bottle when labelling

My guess is that aids the machine to hold the bottle, for screwing on the cap or labeling.

The cutout is to lock the bottle in the conveyor to screw on the top.

So when you put the botlle down it doesn't trap any air and fall over
