There are a lot of ways to look at this, but the short answer is political marketing.
As human nature has shown throughout history, it is easier to blame than to take responsibility for ones own actions.

Quite interesting to note (and you are correct) that the Republicans control most of American politics and policies.
They even control a large market share of the news media (despite what some claim as so-called "liberal media bias").

So, it is to their advantage to vilify someone or something.
Remember - we used to have the Soviet Union to blame for our ills.
Some political wonks seriously believe that the public needs a villain to rally support for their side.

I'm sorry - I don't THINK like that.
It is my choice to THINK...not let some political spin-doctor tell me what to THINK.
Unfortunately, much of America is composed of voters who don't or won't THINK...they prefer to be fed Beltway crap and vote as they are told because it sounds like the right thing to do.

Unfortunately, sometimes the right thing is the hardest to do.
But don't look for anyone in the White House to be doing the right thing.
To be fair, I haven't seen too many Democrats do the right thing, either.

Maybe someday there will be enough of us around to demand and support a third party that actually gives a damn and takes responsibility for its actions.

There's a major difference that perhaps even a liberal could understand, if you would for once open your minds. Regarding ObL, Clinton had the opportunity to do something, but chose not to do anything. Also, the national security programs that were in place up to 9/11 were ones created and put in place by Clinton. The policy of treating terrorist attacks as criminal matters rather than acts of war was also put a Clinton policy. The Gorelick wall that prevented the sharing of information between the CIA and FBI was put in place by Clinton's DoJ. And the terrorist expert who told Bush's incoming team that there were no threats was a Clinton appointee. These are the results of actions and decisions directly taken by Clinton or his administration. On the other hand, Bush had very little to do with the cause or depth of the recession, because it would have happened regardless of who was president. It was a housing price bubble collapsing. That bubble had started several years before Bush became president, and though he added to the bubble with his "ownership society" initiative, that was neither the cause of it, nor the greatest contribution to it. Thus, we have on one hand a failure of a national security system put in place at the direction of one president's administration, and a recession that, while it occurred under Bush, was not caused by that president or anything done by his administration. Am I going too fast?

First, I'm republican and I don't blame Clinton for anything. I know He was a good President that got caught up in a republican vendetta. His Presidency was going so good that the only thing we could get on him was infidelity. We should be ashamed at what we did as republicans. We are not puritans and not without sin. His lie don't come anywhere close to what President Bush's lie is. His lie didn't cost us anything but the republicans investigation cost over 44 million dollars. President Bush's lie is costing over 400 billion dollars, hundreds of thousands of lives and billions in property damage, world unrest and a threat to world peace. I can go on but it hurt so bad.

He's such an easy target. The Clinton administration balanced the budget by gutting defense, and did not recognise (let alone deal with) the menace of al Qaeda and similar terrorist groups. But that does not by any means let the Republicans off the hook for pork barrel spending, internecine squabbling, and general incompetence.

Yes Bill balanced the budget but he did IT on my back. I am a small business owner & HIS TAX POLICY almost drove me under. GW s policy allowed me to hire back the people I laid off & hire 61 new ones. He also gutted the armed services so bad my brother in the Marines had to take a part time job to feed his wife & family. His wife also was working.Bil even said he lothed the milatary .I servered 20 years & my brother 12( after being wounded 4 times ) in Nam. So although I have no loveof republicans I dislike Bill even more.

You should change channels the media has this game playing on multiple stations.
Come on people,,,,,,, it will be who ever the establishment wants it to be.
We have no choice,, your vote doesn't matter,, it's the RebliDemo government,, it's a soap opera that they want you to watch and choose a side,, just like a football game,, it's how they keep you happy,, it's your team today,, it's the other team tomorrow.

If I can accuse somebody else then they aren't going to look to hard at me...Divide and conquer

In my world we just call them conservatives...
these people tool in trade is misinformation rumor mongering and
gutter press tactics all wrapped up in patronizing monosyllabic home truths..

These diversions won't deliver them from answering for their policies.

The republicans have to demonize someone to keep the fundamentalist christian vote. They use Clinton as a source of "immorality" to fire up the believers and by association to demonize liberals. Morals is a bigger issue to fundamentalists than anything else.

They did the same thing during the Reagan era when The Democrats controlled the House and Senate. Reagan was never wrong, and it was the Democrats' fault ... whatever It was.

Because Bill is an easy target for them, he "lied" about getting a bj to the courts. But hey I see that the republicans can lie for months about the Abromoff ordeal and that seams to be OK.
I'm sure that they feel that the Korean war, and the Vietnam war were his fault too.
