Ohh Thats very easy. just get upset with him for any dumb reason break up with him, and then come back with him few days after his birthay and act like nothing happen. I used to do that when i was in HS.

DINNER
Most people agree that anything labled as "fast food" is completely out of the question. However there are lower cost options that are usually accpeted. You usually want to go to "sit-down" restaurants Fridays, Olive Garden and Applebees for example. If you want to go out for cheaper than that, try to find café or a diner, they usually have something that will make your meal nice. If the above options ar still too expensive there is always the option of a home-cooked meal. If you've been togther for as long you have, he'll glady accept these options
GIFT
Price is NEVER important! The more money you spend on a gift does not indicate the gift is worth anything. Getting a gift test your ability to know what he likes.
A small gift should always be appeciated.If he likes baseball, an excellent small gift could be to get him tickets to the next game. You can make it even more special by wrapping it in a slight bigger box than necessary (put the tickets in a shoebox size box).

The other suggestions are great. Why about a nice dinner at home, with candles, a bottle of wine and a nice card. He will appreciate that and he will understand due to the circumstances. I think he would be very pleased with that.
Or, if you don't want to cook, what about going a good movie? The important thing is that you will be together. Have a great time!

What has money got to do with it? A happy birthday hug and kiss. A little extra touch of elegance to the meal. A little spiffing up on your part. Some of your nicest smiles. Your most melodious voice. If that don't impress the socks off of him, then no present would work either. He should appreciate that you appreciate him. Have fun, both of you.

go to asda, get some nice cheap food, and organise a little picknick in greenwhich park, than take him up the observatory hill, stand him on the medirian line, and tell him you love him, the entry is free to both museums, its a great day out.. trust me, i took mine there.

The unexpected is always nice. Use what you got girly.
OR
Sometimes My husband and I go to strip bars, just for a change. its harmless and exciting. Is about $100 a cheap enough gift? I guess for three or four beers each and a few dollar bills for the G strings its reasonable. He will enjoy himself as long as you are enjoying yourself.
Then you will go home and have GREAT sexxx!
