Quality logos are made in vector format. Vector work is harder than raster images, as every line-to-line point is made individually -- no quick paint brush stroke.

It's impossible to tell you how to make a logo in Corel Draw or Illustrator in this format, as no one really knows what design you're seeking, the requirements and color selection, and is it for printing or just the web. A lot goes into making a logo, be it from tailoring the design for what a company sells; to it's vision; to what impression a company wishes to portray. "Canned" logos can be done, but that's why they're cheap, too.
