You see baby pigeons and seagulls all the time...it is just that by the time they leave their nest they look similar to the adults. Seagulls though are a different color than the adults when they are young. Have'nt you ever seen those kind of mottled brown seagulls...those are the babies or juviniles.

Baby birds stay in the nest built by their parents who take care of the baby birds until they are strong enough to fly. Even then the baby birds may stay to learn other things like how to find food. So unless you are lucky enough to stumble upon a nest you would not see the bird until it has developed into a stronger more adult bird.
