The world "bureaucracy" means literally, "rule by the department".

It is a form of government where most of the power is held and used by civil servants, political agencies and govt bureaus -- rather than actually being held by the elected officials or the population.

The irony is that we have become a bureaucracy, despite the fact that the Constitution specifically defines how federal power should word. Which means, most political decisions are not being made by the people who were chosen to make them.
