Not always. Usually for DSL the telco will require you buy a phone line, but not always. For cable, satellite, and microwave service, there is no need for the land-line but some will possibly insist on subscribing to other services. For example some cable companies will not sell cable Internet unless you also buy their cable TV service.

Where I am from, not if want to get cable internet. If you are going to get Dial up or DSL you will need a phone line.
