I send a file attachment in a Microsoft Word document, but it is scrambled to the recipient. The resume and cover letter are legible but they do not appear the way I constructed them.

Could be:

1) Different versions of Word
2) Different releases of the same version of Word
3) Different default printer and page setup settings

Most employers that I have talked to wanted resumes as pure ASCII text documents.

They may be looking at formatted text as ascii, or word docs through a text viewer that doesn't support word docs.

Resend as a text file attached to the email, or as text in your email message. Or make a pdf of it and link it to your email.

Because they are not using Microsoft Word. Your probably doing to have to reformat the file.

Perhaps the recipient is not looking at them in Word. That could mangle the formatting.
