The state in which the child is a resident is the state that governs the child support and how much is owed.
The child has to have been a resident of that state for more than 6 months to a year depending on the state. And the state in which the NCP(not-custodial parent) lives in is required by federal law to adhere to the judgement for child support by the other state.

Okay well wherever the children have resided for the last 6 months is the state that determines it. Unless you are living in the state they were born you can get jurisdiction and that state decides. But it's basically all the same in the US. For 1 child it's 20% of you monthly income for 2 children it's 35% of your monthly income. I don't know after that.

To the best of my knowlage the county and state where the case was originally filed maintains the case. However if the parties are more than two countys apart they can file for a transfer but all parties have to agree to the transfer.
My step daugters live out of state, but he pays to the county in which the case was filed.

I'm going through this. I live in Oregon with my son and his dad lives in Missouri. Missouri is going after the dad, issuing the order and everything for it. Oregon just keeps me up to date. So, whatever state the dad is in is the one that handles the amount. It's his wages based on that state.
