No. We cannot.
However, since we were the only state to become part of the U.S.A. by TREATY (go to bed one night in the Republic of Texas and wake up the next morning in the United States), we reserved the right to split into five states if we so desired (that would never happen, none of us would be willing to give up the Alamo). Since we were taken into the Union by treaty we may fly our state flag as high as the U.S. flag.
I guess (this is all meant jokingly of course) if we could legally secede we could always become an OPEC nation. LOL!

No, Texas gave up that right when it rejoined the Union after the Civil War and their eligible citizens swore the loyalty oath to the United States.

Any state can leave the union, and any state can have its flag at the same height as the American Flag. In fact, any flag can be the same height, just not heigher.

Lawfully, they can, but it would take some doing--the Feds don't want that to happen.
