I agree. He was a fantastic Penguin.
In second, would be Jack as The Joker.
None of the others did it for me at all, ESPECIALLY Jim Carrey as The Riddler.

devito played an ideal tim burton penguin, dark, sinister, and odd...nicholson brought the same thing to his portrayal of the joker...the worst has been arnold as mr. freeze but that could change since heath ledger is supposed to be the joker in the new batman movie
