Who exactly is this secret police you are referring to? If it is the CIA and the "private prisons" strewn throughout the world, then I suppose it is situational whether one would support a policy like this. I am opposed to torture techniques to gather information and it is highly questionable whether torture produces any accurate responses. Also, kidnapping is not necessarily the best policy to take a strong stance on, even in a wartime environment. It kind of goes along with assassinations though many countries have no problems with this primarily due to the theory that if you remove the head the body will crumble... This though is not the case with our asymmetric terrorist threats, as we've seen. I'm not sure if this hit the mark, but your questions is quite vague.

War is brutal. There is no nice way of justifying it. The problem of fighting this kind of war is that you cannot treat it as a defensive measure nor can we deal with it through law enforcement. Otherwise you will be fighting terrorism in our streets. First initiative and taking to the enemy at their back yard is what we need.

Having said that how brutal is brutal and to what extend can we do this before we lower ourselves to the level of our enemy is a serious question. Currently our three branches of the US government is having a fierce debate. I am confident we can come out with something that is effective and yet will satisfy our national conscience.

Arewethere, I don't know maybe the way our Generals and top military minds want the war to be fought. It's only Bush and the CIA who have had thier backs broken by the neocons who want to pass this new law so they don't get in trouble.
