Once again, schoolwork. I'm studying the accusations against the British king in The Declaration of Independence. Can someone help me understand what he's being accused of here:
"He has excited domestic insurrections among us, and has endeavored to bring on the inhabitants of our frontiers, the merciless Indian savages, whose known rule of warfare is an undistinguished destruction of all ages, sexes and conditions."
Any help is appreciated-thanx!

The whole section ("Indictment") is a list of things the King of England supposedly did to the colonies. That passage blames the King for the border wars of the US, and blames England for the increasing attacks on frontier towns by native (Indian) tribes.

Prior to the intervention of the English and French, the native tribes fought mostly bloodless wars. Counting coup, showing that you could defeat an enemy, was sufficient to prove the point, so savagery was not necessary. The practice of scalping, and killing women and children, was something taught to the tribes by Europeans.

The soon-to-be-US was blaming the King of England for that.
