Sure it can. A thing can be the effect of one thing and a cause of another. For example, if you start a fire with a match, then the match is the cause and the fire is the effect. Then if you put your hand in it and burn your hand, then the fire is the cause and a blister is the effect. So the fire is a cause an effect as well.

Newtons 3rd law applies to cause and effect as well. Some times with a long time lag depending what is involved
