say some body asked (forced) us for some file. some times we have to give eventhough we are not intrested. Is there any way to make the file doesn't open in their computer?

I am not sure I understand your question.

If they can't open the file, then what good is it to give it to them? If you are trying to make sure they cannot "EDIT" the file, then my best suggestion would be to save the autocad or word document as a PDF or DWF file which can be opened and viewed but not edited. (DWF only works with cad files. Use the publish command to generate it.)

DWF's can be viewed by anyone with a free viewer that is available at autodesk.com

Well if you really don't want to give them this file, you could send the version written on software they are unlikely to have. I had someone send me a file written with Microsoft office 2003 before I had set it up on my computer. It wouldn't open until i set up the program.

On the floppy. Just give them a blank file with the correct name. You can always blame their computer at that point!

FAT 16 on a floppy, or FAT 12, has poor security capabilities. NTFS based security will not work.

write the file under Autocad 2007, supposing those guys don't have it and their Autocad can't open newer version dwg's.
Also i want to add this is a weird question.
And you are weird too.
And ugly.

just rename some other non autocad file with the file name and a .dwg extension, it will never open and they'll never know that its not a dwg

Password protect the file, then only you can open with your password.
