a internet site is blocked by any school that is in ips. this is done so children cannot get into innappropiate sites.

If it's blocked by the school talk to the administrator or use your
own internet access to get into the sight. It's not only blocked to
keep kids out but to keep adults who work at schools from using the computers to access porn especially the sickos who download child pornagraphy :(

Ask the appropriate administrator of the school's IT, and, I'm sure that, if you have a valid need for that site, they will grant it, otherwise, nope..
And, of course, that means ya have to wait till you get home to check out that site.
