actually yes. But if there is a drunk boating accident and your boat sinks, there is a good chance the drunk will die. Personally I think that's a pretty good deal as I will have to deal with one less drunk on the water.

Pretty much. You cannot legally operate any motorized vehicle (boat, plane, car, tractor, etc) while intoxicated. The hard part about boating is if you are pulled over, trying to walk a straight line on water is a pain.
