u can make ur website by using anything of HTML , PHP editors or any website building tools such as Visual studio. net 2005 which u can order its beta for free and many other tools are available and they are easy as drag and drop.
for hosting there are many servers provide free hosting as geocities.com and many website provode free domain name for covering ur existing one which u got for free
for not free webhosting u can simply type domain name and u will many website offer u domain names for different prices
