Currently the best place to buy clothes is a shop.
If an average heighted person visited a dwarf planet the best place would be on the galaxy-wide-web (gww), which delivers to all major planets, and will soon be setting up bases on notable dwarf planets, and some asteroids which have threatened war if they're not included.

I would see it as a bit of a niche market that needed getting a grip off! Knock up a few average height sized outfits and open a 'Long Tall Sally' type shop on the dwarf planet. In no time you'd be making a mint from all the average heighted mail-order brides that the midgets had flown in and it wouldn't be long before you had tall people flocking from all around the galaxy!
