That was a rhetorical question, right?

No they dont but it will increase taxes which works for them. If they really wanted to have people give up smoking they would take some of the money they waste on quit campaigns and make nicotine patches and gum etc free to those who wish to give up. Because frankly there is no incentive in paying more than the cigarettes cost to try and give up for someone who is addicted. It's just another reason for them not to.

As a California smoker I've grown tired of the anti-tobacco lobby's techniques to outlaw smoking... they attempt to demonize smoking and smokers.
Smokers are just easy targets for taxation... we certainly don't come CLOSE to a majority in the state... and here in the land of sprouts, spa massage, and oxygen bars the health Nazi's have a strangle hold.
Sure, it's a lousy, stinky, unhealthy habit... but it IS sure as heck an addiction !! I have kept smoking with each tax increase the state has placed on my habit... now a pack is $5 or more ! When I started in 1986 I could get a CARTON for that $5 !
I understand that smokers health problems are a strain on the states medicare funds... lets attack the problem by preventing NEW smokers... AND with better health care for us poor old accicts... I like the previous suggestion that the tax money should go to Smoking-Cessation programs.
I'd LIKE to see taxation on other "vices" that contribute to a strain on the health-care system: a tax on video games, MTV, snack foods, and sugar-drinks that contribute to the obesity of our youth. An increased tax on alcohol. A tax on SUV's and Gas Guzzlers. Increased fines and penalties on those that cause or risk auto accidents by speeding or talking on their cell-phone while driving. A severe penalty against those that hire illegal immigrants that devour our medical and social services.
Oooops... too many people indulge in THOSE vices, impossible to tax THEM eh ??

Some people do, but it is not true. If the price of cigarettes becomes high enough, it will only create an illegal black market of unregulated cigarette sales.
