You bet they can, but as Leroy said, you would have much bigger problems because this is done as part of a criminal justice process.

If you owe someone money, and that is it, the answer is NO, they will use collection agents to obtain what is owed to them but they cannot legal seize your funds.

If you owe a ton of cash and are in a poor state - consider bankruptcy protection, BUT ONLY AS A LAST RESORT because you won't be able to borrow a penny for at least seven years.

Though a Canadian court order, yes funds and assests can be seized, they do not get "withdrawn".

If you are in trouble and require your assets to be seized, the 3 basics should be the least of your concern. I believe prison will take care of that.

No... a creditor cannot do this. They CAN petition the courts to have the money withdrawn from your accounts, but there has to be just cause, and it CANNOT cause the debtor to go into arrears or suffer.
