For instance, George Pataki gov. of NY has a "star" tax benefit program for ppl who qualify. When he leaves will this change?

No, those programs are also developed with your state legislatures and are written into state code. Losing a major supporter of a program can make it politically viable to cancel a program, but having a change in elected personnel won't automatically change any laws.

Not automatically, though if he pushed it through himself without much support it might get removed/reversed by the folks who are in power after he's gone.
