Bottom line. You need to format the hard drive and re-install an operating system. You are probably logging in as a new user (guest) and unless you know his administrator name and password you will never get in.

It's not a big problem to you to re-solve yourself. As if you signed into the system as User ... you haven't permisions to install or Remove existing or new programs and nomore critical accessing over the system. But you can see whether there are any other accounts exist in your OS or not. When you click on
Start -> Control Pannel ->User Accounts
You can find how many Accounts are there and the nature of that account.. if you find only one and if set as "Administrator" you have a chance to install programs, and if sets as "User" Your accessability is limitted. I think, there is another Account too.. so gothere and search it. if you find, then note down the name of the Account and Logoff and Login again with that Administrator Account. if there is a Password to enter into that Account, there is nothing in your hands than Re-Installing a new copy of Operating System again. So do one those two..

To get rid of that message u have to be a Administrator
1)Try Logging in as administrator without supplying password.
2)Try to call him and ask for the password.
3)Third and last option is to format the machine and reinstall the operating system.

I would reinstall Windows if he gave you the Windows CD with the computer.
You could also try opening the control panel, clicking on Users, and adding a new user set up as "administrator". That may not work though, but you can try it.

Re-format the hard drive and re-instal Windows. This will clear the hurdle from your path.
Advice: NEVER buy anything (esp electornics and cars) without proerlly testing/checking it out. This time it was only $200, next time it can be $2000

The welcome screen must be showing more than 1 user/ account. The one you are logging in is a limited account. So you can not create another user account. Try logging in other account, & if that is password protected, you may need to reinstall Windows, or contact local computer expert.

On the computer, go to your Start button, click and then go to Help and Support and enter the keywords, Resetting Administrator's Password, and go from there.. otherwise, go to the manufacturer's website and check their Help FAQ's..
