There are plenty of ways to put on eyeliner. I like to go for the subtle approach. To do this, use a crayon eyeliner (not liquid) and run it along the bottom eyelid above the lashes. Then lightly line the top lid above the lashes thickening the line as you approach the outer corner of your eye. It should be quick and easy. But make sure you pick a good color for your skin tone and eye/hair color.

Remove all eye makeup and start with a fresh face.
Put translucent powder (or just face powder) on your eyelids first.
Start with a black, non-smudging eyeliner.
Use your left index finger (if you are a righty) or your right index finger (if you are a lefty) and pull your eye gently to the side and slightly up, towards the far end of your eyebrow. It doesn't matter which eye you do first.
With your strong hand (right hand if you are a righty and left hand if you are a lefty), apply eyeliner to your eyelid. Draw a line as close to your eyelashes as possible, starting at the outer corner with a heavier stroke, and then lightening up as you reach the center of your eyelid. You can smudge the line a little bit if you want it to look more natural, or if you want to go more dramatic, add another line above and just overlapping the line you just drew. If you don't have a steady hand, draw dots, and connect them later.
The bottom of your eye is more or less the same, but most important. This is the part that, if done incorrectly, can make it seem like you just have circles around your eyes. Draw a line right under your eyelashes, keeping as close to the lashes as possible, again making the line a bit thinner and lighter as you get closer to the inner corner.
Touch up the sides/corners of your eyes. Just kind of dot the area where you think you need more.
Some people also put eyeliner above the bottom eyelash, on the rim of the eye. This can cause burning sometimes, especially with liquid eyeliner! To do this, use your non-strong hand and pull your bottom eyelid down. Now just trace along the top/edge of your bottom eyelid.
Tips:
Sometimes it helps to warm and soften the very tip of an eyeliner pencil by heating it with a lighter. This will have it write smoother and disinfect it so you don't get eye infections.
If you're a beginner at this, you should probably practice with an eyeliner pencil before trying to use liquid eyeliner, which requires a lot more precision.
Find the right eyeliner for your skin tone. If you have really pale skin, don't use black because it will look really unnatural. Use a softer shade of brown or charcoal colored instead. If you have darker skin, use black or dark brown. The eyeliner you use needs to be the soft kind that really glides on. Don't use liquid eyeliner; it's too hard, too hard to use, and it's more irritating if it gets in your eyes.
Use a mirror.
Depending on your eye shape, you may not need to draw eyeliner on your top lids. If you have small eyes, don't apply eyeliner to both top and bottom. This will close your eyes and make them appear smaller. One of the two will do. If you have extremely large eyes, applying to both top and bottom is a good thing. It won't close your eyes, just enhance them.
As we age, the eyelid wrinkles, making it difficult to line with a pencil. Tip: get a really soft pencil, even a fat, eyeshadow pencil. Draw the line as close to the lashes as possible. Then smudge upwards, creating the effect of the darker area near the hairs and lighter as it goes upward. If your skin is very dry, you will have a problem smudging, so you may want to use a very light cold cream on your face and then wipe it off before applying. This leaves just enough moisture to allow the pigment to move over the skin surface.
Another tip for older women: It is most important to use an excellent quality brush. It must be a flat brush that will form a chiseled edge when wet. It is best if it is cut at an angle. Most eyeshadows can be wetted with a drop or two of water. Get a medium to dark brown cake eyeshadow, wet it just a bit, run both sides of the tip of the brush over it and then just dab it on the eyelid aiming for the space where the hair grows out of the lid. You can start with a very light touch until you get the hang of it, and you might be able to drag the brush a bit to create a line. This is good because it seems to totally negate the wrinkles and you do not really stretch the lid as you do with other methods. Stretching the lid, some people think, will assist it to wrinkle. Make sure the shadow is left open to totally dry before you put it away.

Make sure that you have a sharp eyeliner pencil. Some eyebrow pencils automatically sharpen themselves when you twist them up.
Look at pictures in magazines of how others applied their eyeliner for an idea.
And lastly, practice, practice, practice. If you've never worn eyeliner before, it takes a while to get it right. Take your time, apply eyeliner in a well lit room, and if possible use a magnifying mirror.

Well honey, when I was in my "20s" I used to take a maybelline eye pencil, and make sure it was sharpened, and burn the end of the pencil with a match, or a lighter, let it cool, for a min, then apply it in the inner part of my eye-lining.. My hispanic, roommate taught me this.. Its very attractive, and really brings out the eyes beauty.. But, its also dangerous...So, I would recommend you get some of those really fine make-up, brushes, get you some really dark brown or black eye-shadow. and put the firm brush in the eye shadow, look up, and with the eye thats not looking up, draw right under your eyelashes.. all the way across. from one end to the other... Its easier to wash off, and very easy to do.. Good-Luck, to you!! Smile!!!

go to clinique or a counter at the mall and ask them they will SHOW you and not just tell you, whice will be hands on experience... no one can really tell you because you can't see what we are trying to tell you... you need to see how to put on eyeliner to learn how to do it
