You can pick any peppers when green, as long as they are a mature size, or full grown. The changing color intensifies the sugars in the pepper and the over-all flavor, but not the heat. The heat is the same, ripe or unripe. They are prettier when they turn, but if you are using them in a recipe, green, yellow or red is all the same. Eating them raw (oh! the burn!) I would wait until they turn.

Habanero Pepper Sauce 12 habanero peppers, stems removed, finley chopped 1/2 cup chopped onion 2 cloves garlic, minced 1 tablespoon vegetable oil 1/2 cup chopped carrots 1/2 cup distilled vinegar 1/4 cup lime juice Saute the onion and garlic in oil until soft; add the carrots with a small amount of water. Bring to a boil, reduce heat and simmer until carrots are soft. Place the mixture and raw chiles into a blender and puree until smooth. Don't cook the peppers, since cooking reduces flavor of the Habaneros. Combine the puree with vinegar and lime juice, then simmer for 5 minutes and seal in sterilized bottles. Heat index : 9 on a scale of 1-10. Yields 2 cups

You do not need to wait until they're completely orange before picking them, but they are MUCH better and hotter if you let them ripen. If you have enough growing season time left for them to remain on the plants...I suggest you leave them until they're orange.
I pulled up whole plants and hung them up-side-down last year because they were late in getting ripe. The peppers turned orange a little quicker than they would have being left in the ground. Just make sure they're at their mature size and starting to turn orange if you should decide to pull them out.

you should wait until they are yellow to orange because this is when the flavor is at its best, when they are green they are not yet ripe.
