dig a foot and a half pit where your going to put your founds then fill it 3 quarters up with cement the built the first copule of layers the top it up to the top then brick up.

For a garage that will be enclosed with a motorized door and such you will need to get first a set of plans, usually issued to you by the builder of the type of garage you prefer. Go to city hall with your plans, to the Planning department of city hall and talk to someone there. You will have to submit plans and a building permit (city hall). While the plans are being reviewed you will need to choose a builder unless you are doing it yourself.
Once the plans are approved you will need to start with a footing or foundation. Looks like a trench, which will set the perimeter of your garage. Blocks and bricks are laid on the concrete filled footing to make a wall, which in turn will be used to build on to make a house for your vehicles, toys, and, tools. The interior of the walls are graded and set to pour concrete into to make the floor of your garage. Hire a builder to coordinate these efforts for you it will be most feasable. Get at least 3 estimates.

only jokin.
mark out the area and size you want your base and level the area roughly. get some battons and pin them to your dimentions then get a few ton of hardcore and fill area about 6" deep, pack it down with a whacker plate then concrete on top. hey presto a garage base

if you dont know the answer then ask for professional help from a builder..............as a meer woman i know that u have to use shuttering and re-enforcement wire and also u would probably need at least a foot or more dug out for the actual standing area plus deeper round the edges if building with brick etc.

first of you need a solid foundation, i suggest you get the local planning commitee from the council to come around, shoot the buggers, lay em down head to tail, place about a ton n half of quick drying on top, roll it flat, n leave the country for six months, if no ones been around to arrest you, go home n finish the job.....
