According to me, Yes, it is. Afterall the land is the only livelihood for these people. If the land is snatched from them where else they will go for their bread and butter?

the answer in normal conditions is yes but it is no when the taking away of land by govt. is essential and for a project concerning good number of people. that is what the constituion says.
