YES, I think we should model our speed limits more along the lines of the German Autobahn.... those stretches of freeway that can support the high speeds safely.
I think the BIGGEST thing we need to do here in the United States is VIGOROUSLY enforce the laws on reckless driving and increase the penalties. I'm terrified at times watching some of the idiots coming up behind me on the freeway... doing 20-30 mph in excess of the speed limit... and trying to pass on the RIGHT !!
I think speeds are just FINE on most highways, secondary, tertiary, and main streets... again... enforcement of existing laws will improve traffic flow
In my city, we have a stretch of 4 lane main street, about 3 blocks long, that passes an elderly care-residence, senior center, and the Junior High... it is a posted 25mph zone. I've watched folks drive through this zone in excess of 45mph in broad daylight.
Now if you get caught driving like THIS... you should face a $300 - 500 fine, and 90 day suspension of your license... no appeal.

The speed limits are set by each state, and within that each county or city. So, within the state limits, you can try to get any speed limit you want increased through local action.
The federal government cannot mandate national speed limits. However, they get around this limitation by bribing (or blackmailing) the states.... if the state sets a limit higher than what Congress wants, then Congress withholds millions of dollars in federal highway funds. If the state complies with the request of Congress, the state gets the funds.
Personally, I think Congress needs to shut up about local matters and let the states and towns manage local activities.

Absolutely...speeding is the leading cause of tickets...Drunk driving is the leading cause of fatal accidents. Speed Traps are really just a way for the local governments to rake in the cash. There are many stretches of 4 lane divided highways, in better shape than some of the interstates, where the speed limits are set at 35...by the local governments.

Yes. Almost everyone breaks the speed limit on highways, and I could say about the same on exit ramps.
Country road limits should also be raised.

It's already 70mph in my state, I'd say that was fast enough. Of course, I usually go about 80. So if we raise the speed limit to 80, then most people would probably do 90-95mph. Way too fast!
