When I was a little girl, we lived through a recession, but gasoline was not as high as it is today.

Yes, if you use a dependent clause at the beginning of the sentence, and a conjunction joining two independent clauses. Also, if you use any dependent phrases.
Dependent clause has a subject and a verb, but it cannot stand alone.
Dependent phrase has no subject or verb.

depends how long the sentence is, commas are used instead of full stops to separate continuing ideas within a sentence.

An example would be:

The man was tall, skinny, ugly and very scary.

Now as you can see the subject is the same and the adjectives are all descriptive of the man, which gives you the whole of the sentence, but the individual ideas of description are separated by commas to annotate differences.

Of course you can. There are many ways of using commas in sentences. e.g. Within a non-defining relative clause:
John, who's father is extremely rich, is coming to lunch.
To separate adjectives:
She was a beautiful, young, hot-headed Spanish girl.
I can't be bothered to write anymore, so you'll just have to get a book and find some more, won't you?
There's another one.

yes,, you use them for like..itsd hard to explain, its a bit of a sentence which can be taken out ( between the commas ) and the sentence will still make sense.
eg) The dog sat on the carpet.
eg2) The dog, which was brown, sat on the carpet.

Absolutely.

Commas can be used in a similar fashion to the way parentheses are... to interject an additional comment.

i.e. "I was walking down the street, near the store, just biding my time."

Or you can use multiple commas if you have multiple adjectives:

"It was truly a dark, stormy, dank and dreary night."

I'm just kidding, that was just an example. But the answer is yes and that's one way it can be done.
