If a tracker was fitted as standard, it will not have been factory fitted.
It will be a UK system, that works with the systems used by UK Police etc., and will be fitted at the port of entry. A system designed for Japan would not be useful in the UK.

This is quite common procedure for alarms, immobilisers, trackers.
Sometimes even standard-fit alloy wheels and sunroofs have been fitted a the port of entry (e.g Daewoo Nexia and Espero).

Your V5 should tell you the type approval number, which should allow you to find out if it is a proper UK-spec car (with full European type approval) or a grey-market car (with Single-Vehicle approval).
It may also state in the Notes section the status of the car.

Alternatively contact Subaru UK with the VIN, and ask.
