I have changed the air filter, the spark plug, and oil, but it is still very hard to pull start. Any clues?

Once is starts does it run ok? It sounds like a fuel problem maybe the automatic choke or the carb needs rebuilding.

If it does't have over head valves (OHV) try relacing the head gasket otherwise if it has a techumseh and it's older CHUCK IT
By the time you get the carb rebuilt or valves cut or whatever it takes to actually repair that engine you could have bought a brand new one. BUT WAIT there is one other thing if its a Techumseh remove the bottom of the carburetor bowl the bolt that holds it on will have a small hole in the side of it clean it using a wire off of a wire brush or something and blow it out. That is a common thing to have happen.

How old is the gas in the tank? If it is more than 3 mos old,It may have gone stale.Remove the air filter and sparay "starter Fluid" in the carb, making sure the choke butterfly is open.If it starts,You will need to drain all the gas out and fill with fresh gas.
