Each market is slightly different, but I'd be happy to give you my perspective.
First off, for info on SAP education in the UK, visit this page:

It's VERY unlikely you'll find any education that 'doesn't cost a fortune'. Getting your fortune in their pocket is SAP Education's prime directive.
In terms of the best path to go to becoming a functional consultant, this will depend on many things, your age, your ability to move jobs and locations and others.
I would think that your best bet would be to contact some of the big consultancies, i.e Cap Gemini, IBM, Bearingpoint and the list goes on. Those are some of the big players where I am, but I'm not sure what the market is like in the uk, some web crawling should turn up that sort of info.
The consultancies may recruit you at one of the lower levels in the team, and may even pay for you to attend SAP training (I had mine paid for by the local affiliate of Cap Gemini).
From there, you just need to get onto projects to get project and consulting experience, and once you judge that you have enough of this experience, the world is your oyster. You can contract, go permanent with a client or switch consultancies.
Alternatively you could self fund your study, and try to find work, but this would require a lot of luck. At job interviews, they won't ask much about the courses you've done, but will want to know what project experience you have.
