When I try to switch it on, the power led blinks 3 times in succession, waits for a while and blinks 3 times in succession again, and so on.

Fan doesn't come on, harddisk doesn't come on, nothing comes on. Only thing is the blinking power led.

I know that my cmos battery was dying before, but surely even if it dies, the desktop would at least go to the bios screen/fan at least come on???

Any ideas?

check your memory (make sure they are correctly placed)
check your CPU (make sure that its in all the way too)
