I keep getting a little white hand in a red circle when I click on links, what is it and how do I turn it off?

Whenever it happens I can't open that link I have to copy and paste which gets real old, real fast. Tried the work offline thing, didn't work but thanks anyway.

everybody gets a white hand when they click on links and get an arrow when it is not pointed on a link. but the red circle im not too sure about. it shouldnt be a big problem.

in the internet explorer window
go to file
then click on 'work offline' to uncheck it
