The law in Texas requires you to wear a helmet UNLESS you are 21 years of age or older AND have completed an approved motorcycle rider safety course or have a minimum amount of $10,000 worth of hopitalization insurance. An HMO or PPO type of insurance policy qualifies. If you have one of these, you need to contact the court named on your ticket and ask if you can provide the information through the mail to have the ticket dismissed or if you will, instead, have to return to Texas to show the judge or Justice of the Peace in person that you meet one or both of the requirements.
The sticker is not required, it is simply a quick way for officers to see that you qualify and won't stop you (and for the state to make a little bit of money when you pay the fee to get the sticker). Without the sticker, an officer can stop you to determine if you meet the requirements to ride without a helmet.
speedracer stated that you only have to be 18 years old. That age applies Only for medical exemptions where you have a doctor's note saying that you cannot wear a helmet due to some type of injury.

From memory, to ride a motorcycle in Texas, without a helmet, you have to meet the following criteria:
1. Be over the age of 18.
2. Pass the MSF Riders Course.
3. Have a $10,000 insurance bond.
This is from memory and may not be 100% correct.

If you don't have a helmet law, how/why did they give you a ticket? That doesn't make any sense. Unless there is some other infraction involved, or you're underage, I'd fight it.

Talk to the judge. If you are elegible to ride helmetless under the revised helmet law, there is a sticker that is supposed to be affixed to your license tag.
