No, t'was'nt a stupid question. Though the wording could be misinterpreted as paranoia. lol Wiretapping can (usually) only be done by law enforcement with a warrant. The exception is that lovely bit of paper called the "patriot" act. If there's a suspicion of terrist activity, they're pretty much free to do whatever they want. Valid wiretapping can actually be done miles away at the central office. It's all fiber optics, and computers now. Even before computers, the phone Co. system would allow them to know if one's phone is off the hook, let alone listening in. If the guy's tapping phones, he's NOT LEGIT. The guy may have been simply reading the meters. Or from the cable Co., etc. If it's something incredibly mundane like that, their office may not have known, or thought to mention it. (thinking you'd meant any repair work being done) Coulda been a contractor hired to do work, but got confused as to which house? It's hard to say. There's 1000 legit explanations to every 1 questionable cause. He may also have simply been surprised at being watched. Thinkin yer alone, then turning and seeing someone observing you can startle the innocent as well as the crooked. I'd keep half an eye out, but not give it much more thought.

I read your other question but didn't answer but I will answer this one. Wondering about a wiretap is a good question to me. You never know what someone else is thinking and they may have an infatuation with you, in the world today we never know what other people have on their minds and thinks to wiretap and spy on people are so easy to get you never know.
