Because the existing system of government they had, The Articles of Confederation, was weak because the federal govenment had no significant power.

Other solutions were the Virginia Plan, the New Jersey Plan and Hamilton's Plan but none of these really solved the biggest problems such as how would representation in congress be decided, if by population for example.

Then there were the Federalists and the anti Federalists; those who wanted a strong federal government and those who did not but who favored states' rights.

Various issues still remained before all the colonies could agree and ratify the new constitution. A solution to include most state's concerns resulted in the creation of Bill of Rights

Well, there really was not an earlier Constitution, so this was not a new one; this was the original. The closest equivalent in history was the Magna Carta, signed in 1215, which was a contract between the British royals and the nobles. The founders of American wanted to have their freedoms guaranteed in writing, because they envisioned a nation ruled by laws, not men. That is, whoever is in a particular office should not radically change the freedom an individual citizen experiences.

Now if we can just get Congress to reduce the size of the government until it once more fits inside the Constitution . . .
