The question is are you going to provide the computers too, or are you just going to provide the internet access?
If you are going to provide the computers too, then you are going to want to have the security set tighter than a drum on them so that people down download stuff and install stuff without permission. You also don't want them to be able to install anything from CD, USB Flash devices or Floppys, and you're going to want to have some killer Anti-Virus Software installed that is Network based. Plus, you are also probably going to want to make sure they don't get to certain websites too, so that they can get to stuff that could get you into trouble. I'm talking about child porn. You definately want to make sure that doesn't end up on your computers or your *** is the one that will end up in jail.
As far as your question about speed goes, it might be good to start out at first, but don't be a bit surprised if you end up having to upgrade to a faster connection after you have been opened for a while. The one thing you don't want to happen is to have customers come in and be disappointed with the speed if the Internet thing is your main selling feature.
I have never been to an Internet Caffe, so I don't even know what they are like. The closest thing I probably have been to one is a Starbucks, and I never take my notebook computer with me.
Anyway, if you are just providing an access point where people can bring their own notebooks, then all you should really need is a DSL Modem, a Cable/DSL Router with Firewall, a computer for configuring the network devices and trouble shooting if there's ever a problem, then it's just a matter of adding either wireless access points and/or Switches for wired access points.
I have 8 computers at home and have a combination wired/wireless LAN. I use to have it set up so that it was server based with Windows Small Business Server 2003, but it was over kill for my needs and it was more headaches than it was worth, so I dumped the server and went with a more simple configuration. By the way, I have a 6 Mb DSL just in case you're curious.

Good enough to have 2mb downstream, the kind of virus protection that scans hard drive for guarding against rogue downloads or attachments. Firewall on router, not the kind you buy on the shelf of some store.

the connection is good enough. Ensure that you have a proper antivirus like E-Trust and have a good firewall running.
Ensure that the user doesnt have privelages on the machine and just allocate one folder to which he can write files to.
Lot of cafe management softwares are available, install them to prevent virus and protecting your pc and windows folders

Best virus protectiton is Norton Antivirus but you have to purchase this at a computer store or wherever they sell software.

well yeah unless the people are downloading movies lol. thats more then enouhg for normal web browsing. the best vrus protection i would say thats free is on download.com and under virus on the left

this is too much speed you dont need 2 mb download speed for 10 pc. dont waste your money like this... antivirus.... i think u can buy noton enterprice edition for your cafe. at server site install server anivirus and rest clint......its nice also u can install ISA 2006 server for blocking some site or like this....best of luck for your bussiness
