Her subordinate is tall and weak and even stupider yet she calls me retarded. How should I handle this work situation?

If you are in the USA, talk to an EEO counselor, You can press charges against anyone who calls you retarded or treats you badly. This is known as creating a hostile work environment.
Document everything they say, word for word if you remember, and include the dates, times and circumstances.
Do not let anyone else see this documentation. Do not leave it at work where somebody can find it.
It seems that these people see you as a threat and are trying to get rid of you.
If you are unable or unwilling to file a complaint, I would strongly suggest seeking employment elsewhere.

Have you set professional goals for yourself in your position? Do you aspire to doing more and getting paid more? What are you doing to contribute to the success of the company?
You may think what you want about your supervisors, expressing those opinions is deadly. They have a bigger picture than you do and often their perspective is based on what they perceive above them.
You're either part of the problem or part of the solution. Stop worrying about their faults and weaknesses. And highlight your strengths and contributions...

It doesn't matter if she is short, weak, and you claim is mentally challenged......SHE is still in charge. You are not. Apparently she is smarter than you to get promoted to that position.
Are you sure you know the difference between eccentricity and stupid? there is a huge difference.
