You can wear them all year round. Obviously you wouldn't wear ankle boots with a summer dress, but they would look good with jeans or black pants all year round. I wear jeans or pants all year round and usually with ankle boots, generally 3.5 - 4 inch heels.
It's a classic look. In the summer I'd wear a sleeveless top, in the winter a woolly jumper. You can match the top half with the seasons and still wear boots and jeans, I can't see what the problem is there.
Here's a typical boot I would wear. The ones I'm wearing at the moment are not exactly like this but the heel height and shape is very similar:

the only variety of trainers that are ok to placed on in this time of the 365 days are rain boots and that's smart if that's raining. different than that... boots altogether are greater of a fall and wintry climate style, so no longer extremely. residences and shoes and the many times used easy footwear artwork those upcoming seasons. (and for the summer season, for sure turn flops) cowboy boots may well be quite lots the only acception.

Fashion boots can be worn year round as long as they fit with the outfit you are wearing. Mostly, just use your best judgment when you look at yourself in the mirror. Do the boots complement the outfit, or do they stand out? If they don't look odd, like with a pair of shorts, then you're OK.

There's no rule on when you can start wearing boots (especially fashion boots).
Generally you start to wear them when the weather begins to cool (i.e. getting a little chilly for sandals) -now is a good time to start. But also, fashion dress boots can really be worn anytime of the year, assuming that it goes with the rest of your outfit.

Wearing boots is not a date sensitive issue. I think it has more to do with the weather. Once it starts to cool off outside it is time to transfer the wardrobe over to fall.

Generally, it's acceptable to wear boots only between January 1st and December 31st...outside of those dates it's strictly forbidden.

You can wear them year around with the right outfit. I don't look cute in the right outfits, so I have to wait until cooler weather. I started to wear mine last week. I figure once the stores start to put them out, then it is ok to wear them.

I don't think that there is a specific date like labor day for white pants. =) Just start wearing them whenever it gets cold outside. Speaking of which, need to go winter shoe shopping this weekend...lol.
