Are you talking about the Queen or the Monarch? It's a technical difference I know, but the Reigning Monarch is not subject to the laws of the land. therefore, that monarch cannot legally speaking commit a crime.
That's why the Queen's personal car is like any other, but the Monarch's car carries no numberplate.

1. male toilets,
2. the Northern Ireland offices of Sinn Fein,
3. the Brighton headquarters of anti-monarchy group Republic.

I think it is in the city, I`m not sure but the mayor has to give her permission first, but it is only a tradition, I guess.
Or She can't go into the House of Commons !?
