Yes, it can be a problem if the boys ( or anyone ) is not wiping and cleaning themselves sufficiently after toileting.
Males are frequently less than ideal in their toileting / cleanliness habits. Even regularly washing hands after is not nearly as regular a habit for them as it is for females.
Better training is needed. Fecal matter in the laundry is a health issue. e coli and other microorganisms exist in the fecal matter, and are not eliminated in a simple wash. Scrubbing each "skid-mark" and using an effective disinfectant, even chlorine bleach to disinfect both the laundry and the washing machine is highly recommended. The e coli and other micro-organisms can transfer from one load to the next and cause skin irritation and more, among all members of the family.

Been there! I told my boys (at around 4 or 5) that they weren't allowed to put 'poopy' underwear into the hamper. They were instructed to take the dirty underwear to the sink, soap up the streaks, scrub them, wring the underwear out, and then put them in the hamper. Didn't take them long to figure it was just easier to wipe well. Never had the problem with my girls. Don't know why that is. OK, maybe I have an idea, but I'm not going to say because I don't want to start a gender war.

I have no idea why in the world they cannot wipe properly, I've come to the conclusion it has to be in their genes. Over the years I have given up, however I must say softer toilet paper does help somewhat.

It's not that males don't wipe well...it's those sloppy take your breath away bring a tear to your eye wall paper peeling greasy god forsaken farts that seem to stream from our a s s e s with great fan fare.

You may need to purchase a softer toilet paper. The boys may be getting chaffed down there and not wipe quite as good.
