put the doll in a large plastic bag then pour salt in the bag, close the bag then shake it . the salt will work by it's movement in the bag, then remove the doll and shake it off. this also works for dried flowers and other delicate items.

i am a collector of porcelain dolls myself and i would never wash them myself there are professionals that clean mine, they steam clean them i am not sure what or how they do it but you can always go to a doll shop and ask there for phone numbers of people that clean them and rather take it to them in the long run it is worth it as they also spray stuff on them to keep the dust off longer than usual.

Try to rub them gently with table salt. Use an old toothbrush and dry salt.
