Blacklisted generally refers to getting a negative record with ChexSystems for checking account problems.
It sounds like your issue is a collection item. You may wish to pull your credit report to see what can be done. If you still need help, try contacting a credit counselor near you. Here is a directory if you need help.

There are three main credit bureaus where companies go to check people's credit. Equifax is one of them. Each of the companies is required by law to give you a free credit report once a year, so you can check your credit score, and see if there are problems or even mistakes on your credit report. Go to www.equifax.com and ask for a free credit report. If there's a problem you can even use Equifax.com to dispute the mistake online. Once a charge is disputed, the credit trackers have to put it in a 'hold' so it doesn't count against your credit score.
And obviously, the more bills you pay on time, the better your credit score will be over time.
Other stuff that pulls your score down is applying for credit in lots of places, quickly. Companies assume you've been turned down, and they turn you down too.

If you don,t pay your bills or pay them on time why would you expect to have good credit? That,s what credit is largely based on.

black listed is when a particular company will not extend you credit because you have already had a bad credit loan with them. if you had a sprint contract go bad, for example, they will not give you a home phone service because they black list you and they know you already have a bad contract for another service they have.
