If the flange was originally set for a flat or linoleum floor you will have to get a second wax ring. Set the wax ring with the horn into the flange on the floor, then place the wax ring without the horn on top of it.

You can buy an adaptor flange for the toilet from any hardware or home repair store. They're made specifically for the type of modification you're talking about, and they're cheap. Putting two wax gaskets under the toilet will leave it so high off the floor, you'll have a hard time getting the base over the bolts. You'll also need someone REALLY heavy to put enough weight on it to get it to sink down. Never mind that a lot of the wax will ooze out from the sides. The flange that fits into the drain pipe will have slots in it for the blots that hold the toilet in place, as well as holes for bolts to anchor it to the floor. Get a good quality masonry bit to drill holes through the tile for the anchor blots.

Well Don, you have to raise the floor flange to match your increased floor level. You can have the original floor flange reset, but this will require changes to you drain system and be expensive. You can buy a flange adapter that will extend your floor flange, check at your local hardware or plumbing supply. You can try using an extra thick wax ring, or doubling the wax ring (using two). Be sure to purchase extra long flange bolts to secure your toilet with.
